The first Staro Rīga festival took place in 2008, celebrating Latvia's 90th anniversary. The tradition continues as each year Riga's streets, buildings, parks, and courtyards are decorated with light on Latvia's birthday.
The festival is created by international light artists and the Rīgas karnevāls partner programme, which facilitates the participation of various businesses, institutions, and private entrepreneurs. The theme of the festival is “4D”.
